The Assembly of Nations of Kazakhstan
The main element of political system of Kazakhstan consolidated the interests of all ethnic groups, ensuring strict observance of the rights and freedoms of the citizens regardless of their nationality has become the Assembly of People of Kazakhstan which was established on March 1, 1995 on the initiative of President of country N.A.Nazarbayev.
The idea of establishment was announced by the president of Kazakhstan back in 1992 at the first Forum of People of Kazakhstan. The activity of the Assembly of Peoples of Kazakhstan is aimed at implementation of the state policy, ensuring social and political stability in the country and increase of effectiveness of state and civil society organizations cooperation in the sphere of interethnic relations.
Nowadays the Assembly is the constitutional body headed by its Chairman – President of the country, the guarantor of constitution. By this is defined its special high status. The legal status of the Assembly is defined by special law of the Republic of Kazakhstan “About the Assembly of People of Kazakhstan”, “The position of the Assembly of People of Kazakhstan”, which regulates order of its formation, structure and the governing bodies, defines the purposes, main tasks, activities of the APK, and also features of the organization cooperation with the state agencies and social organizations, mechanisms of participation and development of the state policy in the sphere of interethnic relations.
The supreme body of the Assembly is the session, which is chaired by the President of the country. All decisions of it are mandatory for consideration both the state agencies and the civil society institutes. The Assembly of People of Kazakhstan is the constitutional body. One of the main features of the Assembly is representation of interests of ethnic groups in the supreme legislative body – the Parliament of the country as the guarantied representation. The Assembly elects 9 deputies of Majilis of Parliament. Deputies elected by Assembly represent its interests as set of interests of all ethnic groups of the country.
The working body is the Secretariat of the Assembly of People of Kazakhstan in the structure of Administration of President as an independent department. Efficiency and effectiveness of its participation in state agency and social relations consist in it. Also the followings are entered in the structure of the Assembly of People of Kazakhstan: ANK scientific advisory council; the club of journalists and experts in the interethnic relations; the social fund “Fund of the ANK”; Methodical center of innovative technologies of studying languages “Tildaryn”; The Association of businessmen of ANK. There are 88 schools which train completely in Uzbek, Tadjik, Uighur and Ukrainian. Languages of 22 ethnic groups are taught in 108 schools as independent subject. Besides it there are opened 195 specialized linguistic centers, where not only children, but also adults can study languages of 30 ethnoses.
There are Houses of Friendship in all regions, which are located in regions with multiethnic structure of population. In Almaty there is “The House of Friendship”, in Astana – The Palace of Peace and Reconciliation which are constructed at the request of the Head of State. Annual sessions of Assembly of People of Kazakhstan, congresses of world and traditional religions, sign actions take place here. Except Kazakh and Russian theaters, there are also four national theatres in our country – Uzbek, Uighur, Korean and German.
The particular place in the sphere of ethnocultural relationship in the republic of Kazakhstan is allocated for support of development of information and communication resources of ethnocultural associations. More than 35 ethnic newspapers and magazines work actively at the field of information. The largest 6 ethnic republic newspapers work with the state support. Newspapers and magazines are issued in 11 languages, broadcasts in 8, and telecasts in 7 languages.
